Lawmakers and municipal officials pushing for state funds to address billions of dollars in unfunded drinking and wastewater system needs say it is time to create borrowing authorizations for infrastructure like the state does for roads and bridges. Municipal officials told lawmakers on the Environment and Natural Resources Committee late last week they are relieved that top officials are talking about helping with a problem that consumes many communities.
