After hearing from several sex offenders who moved to Milford because other towns had imposed too many restrictions on where they could live, Police Chief Thomas O’Loughlin wondered if maybe his town was becoming a haven for sex offenders. The police chief in Wayland, where a sex offender bylaw was narrowly defeated in 2009, said he also hoped the state Legislature would take up the topic.
