Preview of Board of Selectmen Meeting, Wednesday, March 28

The Board of Selectmen will meet on Wednesday, March 28, 2012 in Town Building.  Because the Annual Town Meeting Warrant Hearing will be held within the Selectmen’s agenda, the meeting will begin at 6:00 p.m.  After reviewing the agenda for the viewing public, the Board will receive public comment, consider and approve the consent calendar, and review correspondence.

 

Selectmen will receive an update from the Cable Television Advisory Committee on the progress of Verizon to comply with the franchise license requirement to make service available throughout Wayland and recommend action in the event of a failure to meet the progress deadline.  At 7:00 p.m., the Board will conduct a public meeting as required by the agreement with WayCAM designating the non-profit corporation as the public access provider.  The WayCAM board of directors will review the operating and capital budgets, audit and other financial reports, the transition to new studio space in the high school, equipment purchases, and the results of a customer satisfaction survey.  

At 7:30 p.m., Selectmen will conduct the Annual Town Meeting Warrant Hearing.  The Warrant Hearing is an opportunity for citizens to ask questions concerning information presented in the Warrant, to identify any errors that should be corrected and noted in a handout to citizens at Town Meeting, or to suggest supplemental information that might assist voters make an informed decision on each article.  It is not an opportunity to debate the merits of the article.  Questions that can be readily answered by either petitioner’s or sponsors of articles at the hearing will be handled as such.  Responses that require additional research will be prepared and posted on the town website, provided directly to the questioner, and if of a significant nature, included in a handout at Town Meeting.  Lead petitioners and representatives of each sponsoring board or appropriate staff are expected to attend the meeting in order to hear and respond to questions.  The hearing will begin with Town Moderator Dennis Berry explaining changes made to the rules governing Town Meeting, as well as discussing supplemental rules for audio/visual presentations that will be offered on a trial basis at this town meeting.  

At the conclusion of the hearing, the Board will enter executive session with the Wastewater Management District Commission to discuss the pending litigation with Twenty Wayland, LLC relative to sewer use charges and sewer connection permit and capacity issues. 

 

After returning to open session, the Board will consider and vote positions on various town meeting articles, offering their recommendations to citizens.  Following discussion of the articles, Selectmen will consider issues related to town meeting including motions, potential amendments to articles and presentation materials.  They may also consider potential restrictions on access to and from the River Road site planned for a new Department of Public Works facility.  

 

The meeting will conclude with the report of the Town Administrator and a preview of schedule through April.  Selectmen will then offer their reports and concerns, including a review of the job performance of the town administrator. 

 

The meeting begins at 6:00 p.m. in the Large Hearing Room.
