The Zoning Board of Appeals on Tuesday rejected based on procedural problems three appeals of a building permit issued for a controversial project to build a CVS slated on Main Street. Some of the approximately 30 people in the audience pleaded with the ZBA to hear something on its merits rather than be bogged down in technicalities.
