Special Town Meeting completed in two nights

  1. Pay Previous Fiscal Year Unpaid Bills.  Passed
  2. Current Year Transfers.  Passed 442-46, with two changes – an update by the FinCom increasing the IT expenditure to $140,000, and an amendment to add an extra $50,000 for IT.  An amendment to decrease the IT line from $140,000 t0 $95,000 failed.
  3. Acquire Municipal Parcel in Town Center.  Passed 395-163 after two failed amendments, one which would have eliminated the option to lease the property and another which would have required Town Meeting approval of the negotiated agreement.
  4. Amend Chapter 36 of Current Bylaws (36-1).  Did not pass, 198-302
  5. Acceptance of Chapter 71 Section 71E.  Passed, 379-46
  6. Appropriate Funds for Library Planning and Design.  Passed 378-49
  7. Appropriate Funds to Update the Open Space and Recreation Plan.  Passed

Voted on Tuesday, November 10

  1. Seek Special Legislation for Chapter 44 Section 53 E ½ Municipal Revolving Fund.  Passed 127-64
  2. Amend FY2016 Budget Funding Sources. Passed 138-12
  3. Authorize Procurement and Appropriate Funds for Energy Resiliency Project at the Middle School.  Passed 129-16
  4. Amendment to Minuteman Regional Agreement.  Passed 137-13
  5. Resolution Regarding Surface of Rail-Trail in Wayland.  Two amendments worked to add “permeable asphalt” as an option for the hard surface of the trail.  Passed 136-8
  6. Permanent Municipal Building Committee Involvement in Stone’s Bridge Restoration.  Passed over.
