Thomas Scott, executive director of the Massachusetts Association of School Superintendents, said areas around Boston are seeing some growth as immigrants move in and families seek more affordable housing. Some schools on Cape Cod and in western Massachusetts are losing students as families move to areas with more jobs, Scott said. Districts see patterns of increasing and decreasing enrollment that school officials say are based on the housing market, quality of the schools, job opportunities and other factors.
