The U.S. locks up a higher percentage of its population than any other nation in the world. In Massachusetts, the prison population has tripled since the 1980s. At this rate Massachusetts will spend $2 billion in the next 7 years to build 10,000 new prison units. Meanwhile, the state is shedding jobs and people are looking for work.
