The Board of Selectmen will meet on Monday, May 6, 2013 in Wayland Town Building, beginning at 6:30 p.m. with an executive session to discuss collective bargaining strategy. The regular meeting will begin at 7:00 p.m.

After reviewing the meeting agenda for the viewing public and making any announcements, Selectmen will hear public comment. The Board will then consider the request of First Parish Unitarian Universalist Church to waive building permit fees for improvements to the church property.

At approximately 7:50 p.m., Selectmen will review and approve the meeting schedule for the balance of calendar year 2013, discuss potential portfolio and liaison assignments through April 2014, and adopt guiding principles and code of conduct.

Next, the Board will consider the request from the Permanent Municipal Building Committee of the Finance Committee to appropriate from the reserve fund for FY2013 to obtain assessments of issues related to the designated River Road site and access road for a new Department of Public Works facility. Funds would address information desired by citizens at town meeting concerning wetlands mitigation for road improvements, safeguarding the facility from methane migration from the capped landfill, and assessing the potential for significant Native American artifacts in the area to be disturbed to extend the access road.

Later, Selectmen will discuss charges for temporary advisory study committees to be established to develop an organizational structure for the delivery of services now provided through grants by Wayland Cares and to review investment, funding, and cost-containment policies related to OPEB.

After Selectmen consider the consent calendar and review correspondence, the Board will hear the report of the Town Administrator, including an update on pending issues and a review of upcoming meeting agenda topics. Before adjourning, Selectmen will offer their own reports and concerns, as well as announcing the next date and time for office hours.

The meeting begins at 6:30 p.m. in the Selectmen’s Meeting Room.
