A petitioners’ article to reduce the rate of the Community Preservation Act (CPA) tax surcharge from 1.5 percent to 0.1 percent is expected to ignite controversy at next month’s Town Meeting beginning on April 9 between conservationists, outdoor enthusiasts, history buffs, and advocates of affordable housing on the one hand, and proponents of immediate tax relief on the other.
