It's the kind of service that libraries say patrons are using in record numbers. Yet six state-funded organizations that run such programs saw a 28 percent budget cut this fiscal year and they expect to lose as much as another 29 percent the next. In July, Massachusetts' regional library systems will consolidate into a single statewide organization with about half the staff.
