Preview of October 5th Selectmen’s meeting from Town Administrator Fred Turkington

The Board of Selectmen will meet Monday (October 5th) at 7:00 p.m. in Town Building.

Shortly after convening the meeting, the Board will recess to join the Finance Committee for that panel’s article hearing for items submitted for inclusion on the November 18th Special Town Meeting Warrant.  Later in the evening, members of the Finance Committee will make a presentation to the selectmen regarding the fiscal condition of the town and the estimated cost and tax impact of the proposed $70.8M high school project.  The state is committed to paying up to $25M of eligible project costs.  No decision on the proposed ballot question will be made until the October 13th meeting.

Selectmen also will meet with the two BOS appointees to the WayCAM board of directors to discuss issues in advance of the non-profit access corporation’s annual meeting later in the week.

The Board will discuss the status of negotiations with Twenty Wayland in response to the proposal submitted requesting deferral of the municipal gift and elimination of the 25% affordable housing requirement contained in the zoning for the mixed-use development.  Selectmen have pushed back, seeking to preserve a portion of the gift sufficient to cover mitigation related to the retail/office segment of the development.  The BOS has also submitted an article to STM to reduce, rather than eliminate, the affordable housing component from 25% to 12% of the residential units and secured a commitment from the developers to designate all 12 apartments to be built above retail space as affordable units and to deposit a certain percentage of the sale price of each residential unit into an affordable housing trust fund.
