Update on January 5, 2009 Selectmen's Meeting
from Town Administrator Fred Turkington

At Monday night’s meeting of the Board of Selectmen, members approved traffic improvements related to the Town Center development including traffic signals, signage, and pavement markings on Routes 27, 126 and 20. The road layout, including turning lanes, curbing and crosswalks, were approved last month by the Board of Road Commissioners. Plans and specifications will be submitted by Twenty Wayland, LLC for review and comment by the Historic District Commission.

Selectmen also:

  • Reviewed assignment of articles submitted for consideration for Annual Town Meeting (to be held on April 13, 2009).
  • Attended the Finance Committee hearing on the Warrant articles, explaining proposed articles under consideration to provide a more efficient town meeting process including: consideration of a consent calendar for non-controversial articles, allowing certain appointed officials to speak, allow Town Clerk and Town Counsel to make codification changes to bylaws without town meeting action, extend the deadline for the submission of Annual Town Meeting articles from December 15th to January 15th of each year, expanding the window in which Annual Town Meeting begins from the month of April to May 15th, and changing the date newly-elected town officials take office from the election to the end of Annual Town Meeting.
  • Authorized the Town Administrator to submit a list of capital projects to state and Federal officials for consideration for funding under President-elect Obama’s economic stimulus plan under consideration in Congress.
  • Reviewed discussions with Sudbury officials on areas of potential collaboration including sharing transfer station hours and facilities, recreation programs and administration, and library programs and possibly certain hours; investigating the feasibility of installing cogeneration equipment to produce electricity from released methane gas at the two landfills and joint Septage Facility and installing solar panels at the landfills; reviewing the possibility of sharing or joint purchasing certain heavy equipment, consolidating financial management of the Septage Facility; and exploring future capital needs such as senior center, library, regional dispatch and prisoner holding facilities.

Our next meeting is Monday, January 12th. Three topics will dominate the agenda. State Rep. Thomas Conroy will meet with the Board to review the Town’s legislative priorities and to hear his perspective on the FY10 state budget and local aid figures. Members of the School Committee and Finance Committee have been invited to participate. The Advanced Life Support Committee will present a report on paramedic coverage and interim service delivery improvements to be considered while the longer range regional solutions with Emerson Hospital and the group of thirteen towns and the Route 9 corridor are developed and analyzed. Lastly, the Board will conduct a liquor license violation hearing regarding Dudley Chateau. Police responded to a physical altercation and reports of over-intoxicated patrons on December 27th. The establishment is also accused of failing to train bartenders to avoid serving underage patrons as required by the liquor license. The liquor license of Dudley Chateau is currently on probation for serving a minor in 2007.

The selectmen will meet on Thursday, January 22nd at 7:00 p.m. due to the Martin Luther King, Jr. Day holiday to be observed on Monday, January 19th.
