I'm all in favor of vacating Joe Paterno's wins going back to 1998. And the $60M fine (equal to a year's gross revenue from football operations) is both nicely large and nicely symbolic. However, eviscerating the current football program (drop in number of scholarships, prohibition against bowl play) went to far, in my opinion. The current program penalties harm those players, coaches, students, and fans innocent of any wrong-doing, and harming the innocent (I'm in no way equating the two harms) was where things went horribly off the tracks in the first place.
