Approval of a debt exclusion question on the April 7 ballot is crucial to moving forward on design plans for a new high school, according to town officials, and is the only chance for the project to move to the top of the list for state reimbursement in the near future. The cost of borrowing funds for the study will not raise property taxes due to other debt retirement, said Sam Peper, chairman of the Finance Committee, and up to 40 percent of the funding will be paid by the Massachusetts School Building Authority (MSBA).
