Candidate Statement:

I am Harvey Montague and I live at 10 Charena Road. I have lived there with my wife, Lucille for 35 years. We raised two children, Michelle and David, both of whom have graduated from the Wayland High School. I’d like to take this opportunity to discuss how I will address the planning issues in Wayland.  

I am running for the Planning Board for a five year term. I believe I am especially qualified for this position because I am an Architect with management experience and hold degrees in Architecture and Urban Design from Cornell University. I moved to Wayland in 1971 and I have given of my time and professional expertise on several town committees and have spoken out on issues concerning the growth and welfare of our town. 

 I was proactive in land conservation by encouraging and assisting the planning board with their review of the multi-family cluster development proposal which resulted in the creation of the bylaw for the Mainstone Farm development.  I was chair of the Park & Recreation / Highway building study committee. The committee worked to prepare plans for the updating of their facility for safety and improved operations of the combined facility.  I served on the Library Building Committee for the previous building expansion.

 I was a member of the Town Center Committee and I was initially appointed by the Selectmen to study and find solutions for the betterment of our Route 20 business district. That committee subsequently was placed under the jurisdiction of the Planning Board. We first tried to have the overhead electrical, cable and telephone wires put underground. It was and is a good idea. When we learned that the Raytheon property was vacant, we studied and illustrated ways to recycle the building and include new uses to help make the Town center a vibrant place and to generate more taxes to help pay for other needed Town facilities. That committee did this by circulating a comprehensive questionnaire to the townspeople. We had an outstanding response asking for a new center and we prepared architecture and Urban Design plans for a redevelopment design for the Raytheon property.  

Growth in our town is inevitable. The Planning Board needs to be proactive in its efforts by following the Master Plan and updating it appropriately.  The Town has approved the MUOD (Mixed Use Overlay District). I supported and voted for it.  A concept proposal is approved and documents for the Master Special Permit are ready to be submitted. It will require the careful review by the Planning Board. Other parcels will need consideration for future development and require the same diligence in their review.  

There are 40B housing development proposals being presented that require our review in an advisory capacity. An architectural design review for the benefit of producing more esthetic building and public spaces needs to be implemented. Coordination of traffic and transportation with regional needs and resources is something I want to address. I would appreciate your vote and look forward to your comments and participation at Planning Board meetings.

Candidate Statement:

My name is Kevin Murphy and I ask for your vote in support of my candidacy for the Wayland Planning Board.

Ten years ago, my wife, Lana, and I moved to Wayland.  Like many young families, we were attracted to its excellent school system and its scenic charm.  Since then, we have benefited from Wayland’s many resources.  We’ve also contributed to the community by volunteering in youth sports, organizing numerous school-related activities and volunteering with the Save Our Services coalition.  We feel fortunate to live here and we look forward to raising our four children in Wayland. 

Over the last few years, I’ve attended numerous Planning Board meetings here in Wayland and in other towns with challenges similar to ours.  I understand the issues facing Wayland’s board and the balancing act that is needed to maintain the qualities that make our community special while planning for and controlling growth. 

As a Planning Board member, I will support thoughtful, responsive planning that reflects the desires of the town’s residents and is consistent with the Town’s Master Plan.  We are fortunate to have an excellent Master Plan which provides protection for residential zones, open space and recreational areas while encouraging low impact commercial development that will provide the town with critical financial resources.  The Master Plan should be fully implemented and used more consistently to guide future development.

I will also improve the Planning Board’s decision making process and relationships with other town boards while being more responsive to town-wide directives.  I am also committed to staying focused on improving the level of service provided to the Town’s residents. 

I’m extremely interested in the possibility of resurrecting the Town Center development process.  Rarely do we have an opportunity to guide a development that will make incrementally positive contributions to so many facets of community life while fundamentally improving the character of one of our business centers.  I believe the proposal, if reintroduced, can be subjected to an appropriate level of due diligence and review while honoring the directive of the voters.  Moreover, this can be done in a collaborative, respectful manner.

I believe my technical and financial background makes me ideally suited for this position.  I have a degree in engineering from Columbia University and I have almost 20 years of experience in investment management.

My professional role as a portfolio manager requires that every day I evaluate investment opportunities in a timely manner by gathering advice from various expert sources and weighing potential returns against known risks and mitigating factors.  This complex process requires strict coordination between research teams and experts in tax, legal and compliance.  This process is nearly identical to that of a properly functioning board, working with the Town Administrator, Town Counsel, Town Planner, and other Town Boards.

We all have aspirations for Wayland, our hometown, and the Planning Board has a critical leadership role in the short and long term development of our Town.  We can either plan and control growth or let it happen around us.   Good planning requires consensus building and teamwork.  It doesn’t happen without good communication among Town Boards and the other constituencies we rely on for development planning, funding and execution.  I have the skills and the desire to make this a reality in Wayland.

Candidate Statement:

My name is Bill Steinberg, and I am a candidate for election to a two-year term on the Wayland Planning Board.  A native of Newton, MA, I am a twelve-year resident of Wayland, by way of eleven year stint in Scottsdale, AZ.  This is my thirtieth year working in the real estate industry, which has included significant experience with office buildings, industrial buildings, shopping centers and single family and multi-family residential properties.  In addition to my professional experience, I have served as a volunteer on several public committees and boards of non-profit corporations, including:  the Wayland High School Study Committee; Traffic Commissioner for the City of Scottsdale, AZ; Member of the Board of Directors of the Heritage Square Foundation, Phoenix, AZ (a historic town square); and Member of the Board of Directors of the Orpheum Theater Foundation, Phoenix, AZ.  I am also a past board member of a publicly traded home-building company, Continental Homes Holding Corporation.

My work has included involvement in the acquisition and development of real estate in cities across the United States.  I have significant experience working with planning boards, city councils and economic development boards in the real estate development process.  My work includes hiring architects, contractors, engineers, land planners and attorneys who we have directed on a variety of projects.  I believe that this work experience and my experience on a variety of boards provide me with a breadth of expertise that can be beneficial to the Wayland Planning Board.

I am running for the Planning Board for a variety of reasons.  This is a critical time for Wayland to nurture opportunities through the planning process to increase revenues from reasonable, appropriately scaled commercial development in the Town.  Good planning can help us to enjoy the benefits of new development while we maintain the rural character of the Town, which has drawn many of us here.  With regard to the proposed Town Center project, if the developers elect to go forward with permitting that mixed-use development, I pledge to work with the members of the Planning Board and the development team to ensure a thorough, fair and timely review of that proposed project.  With regard to affordable housing projects, that are either currently proposed or may come before the Town in the future, I think there is an opportunity to create guidelines to encourage "friendly" 40B applications that might be beneficial to the Town.

The timing is right for me to contribute time to the Town.  The youngest of my three daughters is graduating from Wayalnd High School this spring (our third Wayland High School graduate).  My wife, Kathie, has been very active in the Town over the past twelve years as a past PTO president at the Middle School, and as a current member of the Wayland to Waveland steering committee, in addition to a multitude of other Town activities.

I look forward to serving on the Planning Board and would appreciate your vote on April 24th.
